Ham and Eggs (Ham 'N' Eggs) was a California ballot initiative in November 1938.
The economic depression of the 1930's was still going then.
The proposal would have established an old-age pension scheme.
It lost the election but received 45% of the vote.
 
This colorful "bill" was put out by opponents of the measure.
